Do I need customs paperwork to move furniture from GB to Northern Ireland?

Moving from England, Scotland or Wales to Northern Ireland is a domestic move within the United Kingdom. What is the Windsor Framework and does it affect my move?

The Windsor Framework is the 2023 agreement that governs how goods move between Great Britain and Northern Ireland. It introduced commercial checks to protect the EU single market border in Ireland, but those checks apply to business goods, not to the contents of a home. A private house move sits outside the commercial scope of the Framework entirely.

Before the Framework, Northern Ireland was technically part of the EU's customs territory for goods purposes. Under the Windsor Framework, Northern Ireland remains in the UK's internal market for goods moving within the UK for private and consumer purposes. The practical effect for a house move is unchanged: your belongings cross the Irish Sea as a domestic consignment, with no customs border for you to navigate.

What does my removal company do at the ferry port?

More than nothing, but all of it invisible to you. Before the lorry boards the ferry, your removal company handles three things as the vehicle operator.

Register for GVMS

HMRC's Goods Vehicle Movement Service links the lorry's ferry crossing to the declarations filed for the load. The removal company registers once as a haulier.

File an IMMI declaration

An Internal Market Movement Information submission through the government's Trader Support Service describes the goods as personal belongings on a domestic move and claims the duty relief on your behalf.

Generate a GMR

A Goods Movement Reference barcode is presented at the port so the lorry can board the ferry. This is scanned as the vehicle rolls on. You do not need to be there.

None of that involves you. You will not be asked to sign a customs document, produce a form at the port, or interact with HMRC. The one thing you should do is tell your removal company clearly that this is a domestic house move of personal belongings, and provide an inventory of what is in the load. That information is what they need to file the IMMI declaration correctly, and a professional company will ask for it as part of the booking.

What counts as personal belongings for a house move?

The normal contents of a home you are moving into: furniture, beds, sofas, wardrobes, kitchen appliances, televisions, books, clothes, bicycles and garden tools. There is no minimum period of ownership and no monetary threshold for a private domestic move between GB and Northern Ireland.

Items that would not qualify as personal belongings:

  • Goods you intend to sell in Northern Ireland
  • Stock for a business you are setting up or continuing there
  • New items purchased in bulk specifically for resale
  • Commercial equipment being moved to business premises

If any part of your load falls into one of those categories, tell your removal company at the booking stage so they can confirm the correct process for those items.

What if I am also moving goods for a business?

The rules change here. Business stock, commercial equipment and goods for resale are not personal belongings, and the Windsor Framework's commercial checks do apply to them. Whether duty is payable depends on the nature of the goods and your business's registration with the UK Internal Market Scheme (UKIMS).
